Eliminate Free FCH TPID rewards to partners

Intro
Currently partners are paid TPID rewards (up to 50%) for every free FIO Crypto Handle they generate.
Foundation has to pay for the registration of those handles from its limited special-purpose FIO Crypto Handles Giveaways token pool.
Many partners immediately sell received FIO tokens to fund their own treasuries.
Proposal
In order to ensure long-term sustainability of the Foundation, I believe the TPID rewards should be collected by the Foundation instead and used to fund its initiatives.
Foundation will continue to fund free FIO Crypto Handles for partners, it just would not pay TPID rewards for it.
This proposal will not impact existing agreements, but only new ones.
Partners may be more incentivized to sell FIO Domains and paid FCHs, which would further benefit the protocol.
