[Admin] Erroneous API Access Setting

Description

There are several partner profiles in Admin that have “API Access” enabled, have an API token box, but no API token. Example (partner: nftthemovie):

This should not be possible. Perhaps this was introduced in https://fioprotocol.atlassian.net/browse/DASH-1195 Furthermore, this leads to validation errors on this page as API token is required.

As part of this story:

  • Identify and fix what is causing this

  • Confirm API tokens were not accidentally deleted
